NOC, Ministry of Sport Agree with IOC on Road Map Leading to #Libya NOC Elections





Following a meeting that representatives from the Libyan Sports Ministry and the Libyan National Olympic Committee, LNOC, had in Lausanne, Switzerland, with the International Olympic Committee, IOC, an agreement was reached on the process to be followed for “free and democratic elections within Libya's Olympic Movement leading to the Libyan NOC elections.

At the joint meeting held on April 24, that has been described as “fruitful” and was also attended by other senior representatives from the Association of National Olympic Committees of Africa (ANOCA), the gathering accepted and ratified a number of principles, steps and the timeframe, primarily, that the elections will take place no later than this coming June 8.

There was also general consensus that the NOC Elective General Assembly will consist of the representatives of the national sports federations duly recognised by the respective International Federations at the time that the NOC elections take place.

In close coordination with and under the supervision of their respective International Federations, Libya's national sports federations will also be encouraged to hold their respective elections as soon as possible.

To this effect, the IOC will ask (in due time) each International Federation concerned to confirm the names of the president/office-bearers they recognise for each one of the national federations in Libya, and then communicate this list to the NOC prior to the NOC elections, which will determine the composition of the NOC Elective General Assembly.

The applicable operations and elections rules of the NOC will be decided by the NOC General Assembly (subject to approval by the IOC). To this effect, the IOC will start working immediately with the NOC in order to update the NOC statutes accordingly (including the NOC elections rules) prior to the NOC elections.

Libya's national sports federations will be encouraged - in close coordination with and under the supervision of their respective International Federations - to hold their respective elections as soon as possible.

The operations and elections rules of the national federations will be decided by the respective national federations (subject to approval by their corresponding International Federations).

Another outcome was that the Sports Ministry and the government authorities will fully support this process and will respect the autonomy of the NOC and the national federations in accordance with the principles and rules of the Olympic Charter and the rules of the International Federations.

The Sports Ministry may make any proposal or recommendation it deems necessary to assist the NOC and the national federations in conducting this process, however it will not interfere with the elections and internal operations of the NOC and/or the national federations.

Through its representatives at the Lausanne meeting, the Libyan Sports Ministry expressed the full support of the government authorities for this process and confirmed it will not in any way interfere in the elections and internal operations of the NOC and the national federations.

It further confirmed it will fully adhere to the principles and rules of the Olympic Charter and the International Federations.

Meanwhile, back home, after discussing the conclusions of the meeting in Lausanne, both Libya's Ministry of Sport and the national sports federations endorsed the agreement.

The IOC and all International Sports Federations have all been informed of the outcome.

Hopefully, this will lead to the sports fraternity in Libya to embark on all that is needed to give sports the importance that it deserves in a modern society.

At the end of the meeting, the IOC not only expressed its appreciation and thanks for the mutual respect and understanding that prevailed during the meeting, but more so for the willingness of the participants to work together as partners for the benefit of the Olympic Movement in Libya.
