#libya Torture, kidnap and illegal detention criminalized for Constitution

The General National Congress meeting held on Tuesday, adopted a bill criminalizing torture, kidnappings and illegal detentions during preparation for the drafting of Libya’s new Constitution.
According to Mansour Hasadi, a member of the GNC, the laws were passed at the Legislative and Constitutional Conference with unanimity among members. The criminalization of torture, kidnapping and discrimination demonstrates the evolution of the Libyan Constitution.
Any person who is convicted of kidnapping, illegally detaining, or jailing people by force or under false pretences face a prison sentence of no less than seven years.
Torture will be penalised by five to 10 years in prison or a lifetime sentence if it results in death, the law states.
The new laws demonstrate the governments serious approach to armed militia groups across Libya, who are holding people illegally in less than adequate conditions.
The conference continued to discuss 2013′s first draft of the Constitution, which included talks of appointing new Libyan Ambassadors in a number of countries across Arab and non-Arab countries.
Hasadi stressed that between members of the GNC, the draft preparation of the Constitutional Amendment was underway, claiming: “Members are unified on the elected members to draft the Constitution.”
60 members were appointed to draft the long awaited Constitution. A number of attendees believed 90 members would give a more evenly distributed representation. The selected group will focus on abolishing political and legal isolation in the Constitution for the benefit of Libya’s democratic future.
