جادو 22 سبتمبر 2013 ( وال ) - اختتمت بمدينة الرجبان يوم الجمعة ، فعاليات
ملتقى " الجيلاني طريبشان الثقافي " في دورته الخامسة ، وذلك تحث شعار : " دور
الثقافة في إرساء الدولة المدنية " بمشاركة نخبة من الأدباء والمثقفين والكتاب
والشعراء والأكاديميين والإعلاميين من داخل ليبيا وخارجها .
وحضر هذا الملتقى السيد " موسى احريم " ، وكيل وزارة الثقافة والمجتمع المدني
للثقافات المحلية ، وعدد مديري مكاتب الثقافة والمجتمع المدني بمنطقة جبل نفوسه .
وأقيم على هامش الملتقى ، معرض للصور الفوتوغرافية لعدد من الفنانين التشكلين من
أبناء الرجبان ، وبعض المدن الأخرى ، إضافة إلى أمسية شعرية لعدد من الشعراء
المشاركين بالملتقى ، إلى جانب زيارة للقرية ويفات الأثرية بمدينة جادو .
وصدر في ختام الملتقى ، عدة توصيات منها : إعلان ملتقى الجيلاني طريبشان الثقافي
كمؤسسة ثقافية ، إضافة إلى استحداث جائزة باسم جائزة الجيلاني طريبشان للشعر .
ودعت التوصيات ، المثقفين الليبيين إلى تحمل مسؤوليتهم الأدبية ، كما دعا
الحاضرون إلى قيام دولة ديمقراطية مدنية يحكمها دستور عصري يصدر بتوافق بين مواطنيه
اتجاه الوطن .
يذكر أن جيلاني طريبشان ، هو شاعر ليبي من مدينة الرجبان ولد في سنة 1944 ، و عضو
في اتحاد الصحافيين العرب ، وكذلك اتحاد الكتاب والأدباء العرب ، ومن أعماله : رؤيا
في ممر ، وله ديوان بعنوان : مكايدات ، وتوفي في سنة 2001 م.

نشرة الصيد البحري المتوقعة على ساحل ليبيا خلال الـ 24 ساعة القادمة .
طرابلس 22 سبتمبر 2013 ( وال ) - النشرة البحرية الخاصة بـ " الصيد البحري "
المتوقعة على ساحل ليبيا خلال الـ 24 ساعة القادمة ، اعتباراً من اليوم الأحد
الموافق 22 سبتمبر 2013 .م ، وذلك وفقا للنشرة الصادرة عن إدارة التنبؤات بالمركز
الوطني للأرصاد الجوية .
- الساحل من رأس اجدير حتى رأس لانوف:
السماء صافية إلى قليلة السحب تتكاثر أحيانا مع احتمال سقوط أمطار متفرقة هذه
الليلة ويوم الغد ، والريح شرش إلى متغيرة الاتجاه ، سـرعتها ما بين ( 05 - 15 )
عقدة ، وارتفاع الموج يتراوح ما بين ( 0.25-0.75) متر ، والبحر هادئ إلى خفيف الموج
، ودرجة حرارة سطح البحر (27) درجة مئوية ، والرؤية جيدة .
- الساحل من رأس لانوف حتى طبرق :
السماء قليلة السحب تتكاثر أحيانا مع احتمال سقوط أمطار متفرقة يوم الغد ، والريح
شرش إلى بحري ، سرعتها ما بين ( 05 - 15 ) عقدة ، وارتفاع الموج يتراوح ما بين (
0.25-0.75) متر ، والبحر هادئ إلى خفيف الموج ، ودرجة حرارة سطح البحر ما بين ( 25-
27) درجة مئوية ، والرؤية جيدة ، وتكون متوسطة على الجبل الأخضر في الصباح الباكر ،
وذلك لاحتمالية ظهور شبورة مائية .

نائب امريكي من منتقدي اوباما بشأن هجمات بنغازي يستعد للسفر لليبيا
قالت وثائق نشرت أمس الجمعة ان النائب الجمهوري
الامريكي داريل عيسى وهو احد زعماء لجنة بالكونجرس مكلفة بالتحقيق في طريقة
معالجة ادارة الرئيس باراك اوباما لهجمات بنغازي سيسافر الى ليبيا يوم
الاحد في اطار هذا التحقيق. وقد تشمل زيارة عيسى زيارة للسفارة الامريكية
في طرابلس وغداء عمل. ولم توضح هذه الوثائق مااذا كان عيسى رئيس لجنة
الرقابة والاصلاح الحكومي في مجلس النواب سيزور بنغازي حيث قتل متشددون
السفير الامريكي كريستوفر ستيفنز وثلاثة امريكيين اخرين في 11 سبتبمبر
2012. ولم يتسن معرفة تفاصيل الزيارة بما في ذلك الترتيبات الامنية.
ويشن الجمهوريون والديمقراطيون معركة سياسية بشأن بنغازي منذ
الهجمات. ويقول الحزبان ان الحادث كشف ثغرات امنية لا بد من معالجتها .
ولكن جمهوريين كثيرين يتهمون الديمقراطيين بعملية تستر لحماية اوباما خلال
ترشحه لاعادة انتخابه ثم وزيرة الخارجية الامريكية السابقة هيلاري كلينتون
التي تعد احد كبار المرشحين الديمقراطيين للرئاسة في 2016 .
وامتنع مكتب عيسى عن التعليق على هذا الامر بما في ذلك شكوى من
الديمقراطيين في اللجنة من ان الزيارة المزمعة ستشكل خرقا للقواعد التي
وضعها عندما اصبح رئيسا للجنة في ابريل نيسان 2011. وقال ايلجا كمنجز العضو
الديمقراطي الكبير باللجنة في رسالة ان هذه القواعد تشمل شرطا بان تكون كل
الزيارات الخارجية التي تجيزها اللجنة تشمل الحزبين وهو امر يستحيل تنفيذه
في هذه الحالة لان الديمقراطيين لم يعلموا بهذه الزيارة الا قبل يومين فقط
من موعد بدئها. وقال "رغم اعلانك ان تحقيقكم في هجمات بنغازي سيضم الحزبين
فان جهودك للتخطيط سرا لزيارة رسمية لليبيا ثم تعمدك استبعاد الديمقراطيين
من المشاركة فيها جزء من نمط مؤسف للمشاركة يقوض مصداقية هذا التحقيق.

أعيان اجدابيا يرفضون الفيدرالية والاعتراف بإعلان شباب برقة
ليبيا المستقبل - اجدابيا: أعلن أعيان قبيلة الزوية في مدينة
اجدابيا خلال في بيان لهم مساء اليوم أنهم ضدّ الطرح الفيدرالي وفرضه بقوة
السلاح على الليبيين، مؤكدين أنّ كل أبناء القبيلة في ليبيا ضدّ الفيدرالية وأنهم لا يعترفون بما يسمّى إعلان شباب برقة برأس لانوف. وقال شيخ قبيلة الزوية عبد الرحيم بوحلوم إنهم لن يسمحوا بأن تكون اجدابيا مسرحا لمعركة ثانية ويجب أن يرفع الحصار على الموانئ النفطية فورا، مضيفا أن
قبيلته سوف تجتمع اليوم السبت بأعيان المنطقة الشرقية لإبلاغهم بالبيان
الصادر عن القبيلة وحثهم على استدعاء أبنائهم المعتصمين بالموانئ النفطية
ورفع الحصار عنها. وقال المتحدث باسم قبيلة الزوية فتحي حنطيش إنهم يساندون كل المناطق والمدن التي لا تقبل بالطرح الفيدرالي قبل إعلان دستور البلاد. وأضاف حنطيش أن أغلب القبائل بمدينة اجدابيا ضدّ الفيدرالية والجهود حثيثة للوصول إلى حلّ سلمي مع المعتصمين. في
حين قال فرج بوجفول الزوي -احد أعيان اجدابيا تم يوم الجمعة إعلان البيان
الختامي لقبيلة أزوية في ليبيا وسيكون يوم السبت بيان لأعيان قبائل برقة
للتأكيد على أن ليبيا وحده واحدة لا تقبل القسمة واي مساس بوحدة التراب
الليبي دونه الموت-حسب وصفه.
جدل حول تمديد ولاية المؤتمر الوطني العام
الجزيرة من - خالد المهير - طرابلس: قال
الناطق باسم المؤتمر الوطني العام الليبي عمر حميدان قبل يومين إن المؤتمر
يدرس تمديد ولايته، لكنه تراجع عن تصريحاته في اليوم التالي بعدما أبدى
الشعب الليبي غضبه من هذا التوجه،ووصف مراقبون تراجع
حميدان عن تصريحاته بأنه "مناورة سياسية" لاختبار مدى قبول الشارع لفكرة
تمديد ولاية المؤتمر الوطني العام حتى نهاية العام 2014. فقد
حددت المادة 30 من الإعلان الدستوري الصادر في أغسطس/آب 2011 عن المجلس
الانتقالي سابقا فترة حكم المؤتمر الوطني العام، وهي مثار جدل بين المختصين
في الشأن الدستوري.
ثلاثة سيناريوهات
وحسب مصدر برلماني مسؤول فإن مداولات تجري بين أعضاء المؤتمر
للخروج من الأزمة، مع اقتراب موعد تسليم السلطة -كما يقضي الإعلان
الدستوري- يوم 8 فبراير/شباط المقبل، ويتوقع المراقبون
المعنيون بعمل المؤتمر الوطني ثلاثة سيناريوهات: أولها إجراء تعديل على
الإعلان الدستوري الذي يحتاج إلى 120 صوتا من أصوات الأعضاء البالغ عددهم
مائتي عضو. والثاني يتحدث عن تسليم السلطة إلى لجنة
الستين المتوقع انتخابها قبل نهاية العام الجاري، أما السيناريو الثالث
فيتوقع الحل في الرجوع إلى وضع ما قبل وصول الزعيم الليبي الراحل معمر
القذافي إلى سدة الحكم يوم 1 سبتمبر/أيلول 1969. وفي حديث
مع الجزيرة نت قال رئيس لجنة خارطة الطريق بالمؤتمر الوطني سالم بوجنات
إنهم يدرسون الإعلان الدستوري الآن لاتخاذ ما يلزم من خطوات لتسريع تسليم
السلطة،وأكد أن لجنته تعكف على دراسة مختلف التصورات
والمقترحات، لكنه قال إنه وفق الإعلان الدستوري سيستمر المؤتمر في مهامه
لمدة عام آخر، إلى حين انتهاء المرحلة الانتقالية والاستفتاء على الدستور
وانتخاب البرلمان، مشيرا إلى وجود أفكار ومبادرات لتسليم السلطة دون بقاء
المؤتمر لعام آخر. وذكر بوجنات أن التصور القائم يبقي
المؤتمر الوطني على نفس الخارطة الواردة في الإعلان الدستوري، مقابل إجراء
إصلاحات لتسريع عمله وعمل لجنة الدستور، وطرح أهم المواد في الدستور
المرتقب، مثل نظام الحكم وشكل الدولة ومصادر التشريع وحقوق الأقليات في
استفتاء عام بـ"نعم" أو "لا". كما يجري بحث إجراء تعديل
على دستور عام 1951 المعدل وإقراره في المؤتمر الوطني العام، ومن ثم انتخاب
البرلمان وفق الدستور القديم وتسليم السلطة إليه، وهذا سيستغرق حوالي سبعة
أشهر من إقرار الدستور المعدل،وحسب المسؤول، تتولى لجنة الإشراف على الدستور إعداد قانون الانتخابات العامة سواء البرلمانية أو الرئاسية منتصف العام 2014.
فرصة نجاح
وتوجهت الجزيرة نت إلى نائب رئيس المجلس الانتقالي سابقا عبد
الحفيظ غوقة بالسؤال إن كان من حق المؤتمر الوطني العام التمديد لنفسه لمدة
عام قادم، فقال غوقة "إن خارطة الطريق الصادرة عنهم حددت زمنيا فترة
المرحلة الانتقالية للمؤتمر الوطني العام". وأضاف أنه
"على المؤتمر الوطني التقيد بالمواعيد الواردة في الإعلان الدستوري المؤقت
إلى حين تسليم السلطة إلى جهة منتخبة بعد مصادقته على نتائج الانتخابات
العامة، وأكد غوقة أنه إذا فكر المؤتمر الوطني في التمديد
لنفسه سيخرج الشعب عليه "لأن الاحتقان بلغ حدا لا يطاق"، لافتا إلى أن
فرصة النجاح الوحيدة المتبقية له هي انتخاب لجنة صياغة الدستور في
ديسمبر/كانون الأول المقبل وتسليم السلطة لها. وبينما
أبدى رئيس حزب الاتحاد الوطني الفدرالي محمد بوقعيقيص للجزيرة نت شكه في
تسليم المؤتمر للسلطة في الموعد المحدد دستوريا، يرى أستاذ القانون
الدستوري في جامعة بنغازي عبد القادر قدورة أنه من الأفضل إجراء تعديل في
الإعلان الدستوري ومنح المؤتمر الوطني عاما آخر، بشرط وضع خارطة طريق
"واضحة ومحددة" لإنقاذ ليبيا. غير أن الخبير في القانون
الدستوري عبد الحميد جبريل قال في تصريح للجزيرة نت "إن الحل في خروج
المؤتمر الوطني العام من المشهد السياسي، وتسليم مقاليد الحكم إلى الحكومة
المؤقتة برئاسة علي زيدان للإشراف على الانتخابات القادمة".

مسرحيو ليبيا يناقشون ظروف المسرح الليبي ومشكلاته
استعرض مسرحيو ليبيا ظروف وواقع المسرح الليبي، في
اجتماع عقد في قاعة بلد الطيوب بديوان وزارة الثقافة، وضم الاجتماع وكيل
وزارة الثقافة لشؤون الفنون السيد عبد الرزاق العبارة وعددا من الفنانين
ورؤساء الفرق المسرحية والمهتمين بمجال المسرح، وحضر الافتتاح وزير الثقافة
السيد الحبيب الأمين الذي افتتح الجلسة بكلمة أكد فيها على أهمية الارتقاء
بالمسرح باعتباره أحد أهم مظاهر الاستقرار والمدنية للمجتمعات. من جانبه
استمع السيد العبارة إلى المشاكل والظروف التي استعرضها الحاضرون كالظروف
الأمنية والمادية، وكافة العوائق التي تعترض المسرح، والسبل الكفيلة
بتذليلها وصولا إلى مسرح مشرّف ومحقق لأهدافه التربوية والأخلاقية والأمنية
وحتى السياسية، وأكد في حديثه بأن الوزارة تسعى لتذليل ما أمكن من تلك
الصعوبات والعراقيل. كما ناقش الحاضرون إمكانية إقامة حراك مسرحي أو تظاهرة
مسرحية خلال الأشهر القادمة، للنهوض بالمسرح باعتباره أحد أهم الوسائل
الإعلامية التي ترقى بالجمهور وتساعد على ترسيخ الهوية الوطنية.

سيف الإسلام القذافي... الزنتان، وإخوان ليبيا
زيدان: الوضع الأمني أصبح هاجسا يقض مضاجعنا
أمنيا، كشف علي زيدان رئيس الحكومة الانتقالية في ليبيا النقاب عن
مشاركة الولايات المتحدة الأميركية وإيطاليا وبريطانيا وفرنسا وتركيا في
عملية إعادة بناء الجيش الليبي، مشيرا إلى إرسال عناصر من الجيش لتلقي
التدريب في هذه الدول. وقال زيدان في كلمة ألقاها بمناسبة
تخريج الدفعة الأولى من الملتحقين بإدارة التجنيد في العاصمة الليبية
طرابلس: «لقد حاولنا منذ تسلم الحكومة لمهامها محاولات عديدة من أجل إيجاد
طريق لبناء الجيش وتأسيسه بتدريب عدد من المواطنين الليبيين ومن الثوار
ولكن لم تكن تلك المحاولات في الاتجاه الذي نتمنى وعندما رأينا ذلك توقفنا
لنراجع أنفسنا واتصلنا بالأصدقاء الذين كان اللقاء معهم في آيرلندا على
هامش القمة الصناعية وطلبنا منهم هذا الأمر فاستجابوا على الفور».
وفي إطار ما وصفته بمساعيها الحثيثة في بناء الجيش، وإدماج الثوار
داخل مؤسسات الدولة، أقامت الحكومة الليبية احتفالا رسميا بمقر كلية
الشرطة بمنطقة صلاح الدين بطرابلس بمناسبة تخريج 1400 جندي، الدفعة الأولى
من المتطوعين والثوار والملتحقين بإدارة التجنيد بالجيش الليبي. وحضر
مراسم التخرج نوري أبو سهمين رئيس المؤتمر الوطني العام (البرلمان)، ورئيس
الأركان العامة عبد السلام العبيدي، وعدد من الوزراء بالإضافة إلى سفراء
الدول الأجنبية.
وأعلن زيدان خلال الحفل أن وزير الدفاع ورئيس الأركان بدآ منذ
تسلمهما لمهام عملهما في حملة مكثفة من أجل إعادة تأسيس الجيش وترتيبه
وإعداد عدد من المعسكرات للتدريب. وطمأن الشعب والمواطنين بأن الدولة في
خطوات حثيثة ورصينة لتأسيس الجيش الذي يحفظ الأمن ويدافع عن الوطن. واعترف
بأن الهم الأمني «أصبح هاجسا يقض مضاجع المواطنين ويقض مضاجعنا»، لكنه
استطرد قائلا: «الزمن عامل في حياتنا لا نستطيع أن نتجاوزه وعلى الجميع أن
يدرك ذلك والدمار الذي لحق بالجيش والشرطة دمار كبير على مستوى الأفراد
وعلى مستوى النفسيات ويحتاج منا إلى جهد غير عادي كي نعود بالجيش والشرطة
إلى سابق عهدهم».
وبعدما طلب من مواطنيه «أن يصبروا علينا قليلا لبعض الوقت من أجل
أن ننجز هذا الأمر»، أعلن زيدان أن إجراءات وزارة الداخلية حثيثة من أجل
ترتيب استعادة الأمن في مدينة بنغازي بشرق البلاد بمختلف الوسائل رغم
الصعوبات، لافتا إلى أن هذا الأمر «سيشمل مجمل مناطق الوطن والخطوات تسير
على الأرض الآن بعزم وإرادة نأمل أن نرى نتائجها في وقت قريب».
وجاءت تصريحات زيدان حول الوضع في بنغازي، في وقت كشف فيه مسؤول
في الخارجية الأميركية أمام لجنة بمجلس النواب أن الحكومة الليبية لن تسمح
لعناصر مكتب التحقيقات الفيدرالي (إف بي آي) بدخول أراضيها للقبض على
المتورطين في الهجوم على القنصلية الأميركية في بنغازي العام الماضي مما
أسفر عن مصرع أربعة أميركيين بينهم السفير كريستوفر ستيفنز.
واشنطن غير متعاونة
لكن وزيرا في الحكومة الليبية قال في المقابل لـ«الشرق الأوسط» إن
حكومته لم تتلق معلومات كافية مدعومة بأدلة ومستندات تستوجب اعتقال أي
مواطن ليبي بتهمة التورط في هذا الهجوم. وأوضح الوزير، الذي طلب عدم
تعريفه، في اتصال هاتفي من العاصمة طرابلس، قائلا: «طلبنا عدة مرات تزويدنا
بهذه الأدلة، لكن لم نجد آذانا صاغية لدى الجانب الأميركي، لا يمكن أن
نسمح لأي جهة أجنبية باعتقال مواطن ليبي على الأراضي الليبية، هذا انتهاك
للسيادة وعمل سيرفضه الشعب الليبي نفسه». وكانت شبكة «سي
إن إن» الأميركية قد نقلت أمس عن النائب الجمهوري إيد رويس قوله: «لم يصر
إلى اعتقال أو قتل أي إرهابي متورط حتى الآن رغم قول الرئيس الأميركي باراك
أوباما إن الأمر على رأس أولوياته»، بينما أثار زميله، تيد بو، قضية العجز
عن الوصول إلى القيادي المتشدد أحمد أبو ختالة، المشتبه بضلوعه في الهجوم،
رغم تمكن قناة «سي إن إن» من إجراء مقابلة معه.

الإنترنت سوق مفتوحة لبيع السلاح في ليبيا
ويقول بعضهم إن «الإنترنت سوق مفتوحة للأسلحة في ليبيا». ويسخر بعضهم «يمكنك شراء سلاح كيميائي عبر الإنترنت إن أردت»، وإحدى الصفحات على فيسبوك نشرت إعلانات لراغبين في بيع قطع السلاح مع اشتراط تحميل صورة للقطعة أو للذخيرة وتحديد سعر للبيع وترك رقم هاتفي أو عنوان بريد إلكتروني.
وتعرّف صفحة أخرى على فيسبوك بأنواع الأسلحة وطريقة استخدامها و»جنسيتها» وحتى ترتيبها العالمي أيضا، وهناك مجموعات تستعمل فيسبوك وهدفها هو التواصل بين بائعي السلاح والراغبين في شرائه، وحتى تبادله فيما بينهم. وما يثير القلق أكثر من ذلك هو أن بعض عارضي السلاح على تلك الصفحات يقولون إنهم على صلة ببعض الميليشيات المسلحة، وأحد العارضين كتب على صفحته الشخصية أنه قيادي بلواء «القعقاع» وهو إحدى الميليشيات المعروفة ذات الصلة بثوار الزنتان في غرب ليبيا.
ويؤكد مروّجو الأسلحة إمكانية توصيل قطع السلاح المتفق عليها لأي مكان، ومن جملة المعروضات على سبيل المثال 122 قطعة سلاح كلاشينكوف، روسية الصنع، معها 5 آلاف خرطوشة. ويقول صاحب العتاد العسكري، إن بضاعته في وضع جيد، وحدد السعر بـ3000 دولار، ولا يتم البيع بأقل من 10قطع. كما اشترط أن تتم العملية على الشريط الحدودي الليبي الجزائري.
أما شخص آخر، فأعلن عن بيع كمية وصفها بالمعتبرة من مسدسات خفيفة تركية الصنع، ذات 9 مم، تحوز 15 طلقة، ولا يقل البيع عن 100 قطعة في الصفقة الواحدة، بسعر 800 أورو للمسدس الواحد، ويعرض آخر، العديد من العتاد، خاصة بنادق الصيد على غرار «بيريتا فرانكي»، ومناظير عسكرية وسكاكين من كل الأحجام.
ويذكر صاحب إعلان آخر، أن له بعض التجهيزات المصنفة في خانة «الحساسة»، كما هو الحال مع المناظير، وأكد أنه سيقوم بتسليم الكمية المتفق على شرائها إن كانت معتبرة. وإذا كان المطلوب قطعة واحدة، فعلى المشتري التنقل إليه، في مكان يقع الترتيب له وفق ترتيبات خاصة.
وقد بدأت مصالح الأمن في تعقب أصحاب هذه الصفقات، مشيرة إلى أنه اتضح أن أسلوب العصابات المتخصصة في تجارة السلاح تطور محاولة منها للتخلص مما لديها من مخزون.
وقد قام موقع فيسبوك بالفعل بغلق بعض تلك الصفحات التي تستغله في بيع السلاح، وبدا مغردون قلقون من النمو المقلق لحركة السلاح والذخيرة عبر الحدود الليبية وتزايد عدد التقارير التي تشير إلى مرور بعض هذه الأسلحة إلى سوريا، مؤكدين أن الأجهزة الأمنية الليبية «تواجه مشاكل مع الجماعات المسلحة والتي تفوقت في تسليحها على الأجهزة الأمنية النظامية».
ويوجه مغردون انتقادات للتيار المطالب بالفيدرالية ويؤكدون أنه مرتبط بالقوة المسلحة، مقابل تراجع دور السياسيين الذين يسلكون الطرق السلمية في عملهم، مدللين على ذلك باستخدام المسلحين قوة سلاحهم لإحكام سيطرتهم على النفط».
ويؤكد مغردون أنه لا مستقبل لليبيا في ظل الخوف والسلاح والميلشيات وأن مستقبل ليبيا سيكون «أغبر» إن لم يتدارك العاقلون الأمر قبل فوات الأوان. من جانب آخر تنشط صفحات على فيسبوك لزيادة الوعي بضرورة تسليم السلاح لكن يبقى تأثيرها محدودا أمام تأثير المال والسلطة.

السماء قليلة السحب تتكاثر أحياناً مع احتمال سقوط امطار خفيفة على سرت ، والريح
بحري الى شرش سرعته ما بين (05-15) عقدة ، وارتفاع الموج يتراوح ما بين
(0.25-0.75) متر ، والبحر هادي الي خفيف الموج ، ودرجة حـرارة سطح البحر (27)
درجة مئوية ، والرؤية جيدة.
* الساحل من رأس الأنوف حتى طبرق :
السماء مغطاة جزئيا بالسحب تتكاثر أحياناً مع فرصة سقوط امطار على مناطق متفرقة ،
والريح براني الى متغير الاتجاه على الجبل الاخضر وطبرق بينما يكون بحري الى شرش
على باقي الساحل ، سرعته ما بين (05-15) عقدة تصل إلى (20) عقدة على الخليج وبنغازي
، وارتفاع الموج يتراوح مابين (0.25-1.00) متر يصل إلى (1.50) متر على الخليج ،
والبحر هادي الى خفيف الموج و يكون قليل الاضطراب على الخليج ، ودرجة حرارة سطح
البحر (26) درجة مئوية ، والرؤية جيدة وتكون متوسطة في الصباح الباكر على الجبل
الاخضر.

السماء صافية الى قليلة السحب تتكاثر من حين إلى آخر مع احتمال سقوط أمطار خفيفة
ومتفرقة خاصة على سرت ، والرياح شمالية إلى شمالية شرقية سرعتها بين الخفيفة
والمعتدلة ، ودرجات الحرارة تتراوح ما بين ( 27 ـ 33) درجة مئوية .
- بن جواد حتى امساعد ـ سهل بنغازي ـ جالو ـ مراده :
السماء صافية الى قليلة السحب تتكاثر من حين لاخر مع احتمال سقوط امطار متفرقة
على بعض المناطق ، والرياح شمالية إلى شمالية شرقية ، ودرجات الحرارة القصوى تتراوح

Beida protest against “fake” citizenship documents

Residents in Beida yesterday morning again took to the streets demanding the prosecution of officials who, they say, have been illegally issuing identity numbers and other documents effectively granting citizenship to non-Libyans.
The campaign in Beida started a month ago, following allegations by officials that thousands of Egyptians, Chadians and other Africans had been issued with fake document by the civil registry officials. On 18 August, local civil society institutions together with the Revolutionaries’ Union and the Beida Council of Elders organised a protest at the prosecutor’s office in response to the allegations, demanding the Minister of Justice, the Ministry of Interior and the Attorney-General investigate the matter and bring those responsible to justice.
Stating that the authorities had to fight administrative corruption inherited from the Qaddafi regime, they insisted that anyone in possession of fake documents should be arrested and tried, as should those involved in forgery or turning a blind eye to it.
Demonstrating yesterday outside Beida’s court, the protestors claimed that nothing has happened in the intervening month.

Ambassadors’ views on easing new entrants to Libyan hydrocarbon sector

Speaking on the second and final day of the CWC Libya Forum on oil and gas in held in Tripoli (17-18 September), the Italian, Korean, British, US and Spanish ambassadors participated in a special ambassadorial session under the banner “attracting new entrants to Libya’s hydrocarbon sector”.
Libya needs to maximize its hydrocarbon value, Bashir Garea the NOC Exploration Manager chairing the session said, in setting the framework for the session. It needs to attract international technology and know-how to be able to extract the best value out of its sector.
US Ambassador Deborah Jones said that “oil is the world’s blood. In the developed states we are concerned and talk about oil constantly. For Libya oil is a matter of existence. Oil discovery and production is never without risk”.
Regarding attracting new entrants to the Libyan hydrocarbon market, Jones said that “US SMEs need a one-stop-shop and an efficient system. They don’t have the assets that the large companies have to get plugged in”. She added that US companies often complain that the Libyan system is neither transparent nor efficient.
Korea spent US$ 160 billion per year on importing hydrocarbons which made it the seventh largest importer in the world, revealed Korean Ambassador Lee Jong-Kook.
He declared that Korean companies were interested in participating in upstream projects in Libya, but that, regrettably in Libya, Korean companies had only one minor stake in the Elephant (Feel) field.
The new EPSA 4 development promised by the NOC in mid-2014 is welcomed by Korean companies who were keen to see its specifications. The Korean ambassador felt that the new EPSA was linked to the new constitutional and political building process of Libya.
For British companies, there are four things that are of importance in the Libyan oil sector, explained British Ambassador Michael Aron. These were transparency, decisiveness, flexibility and stability.
First British companies want transparency in the Libyan oil and gas sector and to this end he hoped that Libya would start to publish its oil sales online on a regular and systematic bases.
The ambassador also hoped that Libya would join the Extractive Industries Transparency Initiative (EITI), which amongst other things encourages NOC’s to publish their contracts with IOC’s thereby disclosing the details of profit sharing.
The British ambassador said that this would show all of Libya’s population a clear flow of where their oil money was going.
With regards to decisiveness, the ambassador said that British companies wanted quicker decisions and wanted those agreed upon decisions stuck to and implemented by both the government and NOC.
The ambassador said that with regards to flexibility, companies wanted a win-win formula and wanted to look at ways to better exploit Libya’s older oilfields.
On the issue of stability, the British ambassador said that Libya’s allies have made it clear in an earlier joint declaration that they attach great importance to stability and that they regarded Libya’s oil as belonging to all the Libyan people.
The allies were also committed to supporting the Libyan government and the GNC to solve Libya’s oil strikes peacefully. The ambassador said that Libya’s allies stood by Libya’s legitimate government and a united Libya.
Furthermore, the British ambassador revealed that when British Prime Minister David Cameron met Libyan Prime Minister Ali Zeidan in London on Tuesday, he announced 60 million pounds to spend in the area of security, justice and defence for capacity building, including training and help in establishing a judiciary.
Italian ambassador Giuseppe Buccino Grimaldi said that the fact that such an oil and gas conference can take part in Libya currently is important as it shows the reality of Libya, which is that despite the difficulties life and business goes on.
Italy is very optimistic regarding Libya’s future and its oil sector. We have a large sector here based on a win-win formula. We must think about social responsibility, he added.
The ambassador understood the link between the visa process and the human resource development and training of Libyans in the hydrocarbon sector.
With regards to training and human resource development, the Italian ambassador said that he hoped Italy would be the first country to start training 6,000 Libyan soldiers in Italy in October.
“After revolutions, history teaches us that things move slowly. Even in Italy, after the fascist dictatorship at the end of World War Two things were difficult, but with national dialogue and reconciliation Italy came out of it. It will take time”, the mbassador added.
“Libya’s stability is part of our stability and that of the Mediterranean”, concluded the Italian ambassador.
The new petroleum law should take into account medium and small-sized companies, including service providers so as to widen participation in the Libyan oil and gas sector, said the Spanish ambassador Jose Riera Siquier. Rebuilding the infrastructure is important, he added, but the environment must also be taken into consideration in the new regulation.
Regarding the security situation, those of us who have been here two years or more can see how security has definitely improved little by little.
We are committed to the constitutional process. Governance is about the fair redistribution of government wealth, therefore it is only natural that there is debate over this especially since it is the sole source of national income, he concluded.

Regional stability will boost security in Libya

The stability of the wider North Africa and Sahel regions will help the security situation in Libya, according to UK Special Envoy to the Sahel, Stephen O’Brien.
“The countries of North and West Africa are inextricably linked and it’s clear that the issue of the Sahel impacts upon Libya in a variety of ways,” O’Brien said: “The security and prosperity of Libya is, in part, dependent on the stability of the wider region.”
He added that good regional cooperation was essential for Libya to develop into a stable, secure and prosperous country.
O’Brien was speaking on a two-day visit to explore the links between the Sahel region – an area between the Sahara Desert and the Sudanian Savanna, spanning the width of Africa - and Libya.
He met with the Minister of Defence, Abdullah Abdulrahman Al-Thani, and acting Interior Minister and Deputy Prime Minister, Sidiq Abdelkarim, as well as senior military figures and representatives from UN and EU missions in Libya. “I’m delighted to have had the chance to explore the political, economic and cultural links between Libya and the Sahel region,” O’Brien said.

Libyan and Egyptian industry associations agree more imports from Egypt at expense of China

Libya’s industry business association, the Libyan Industry Union (LIU), and its Egyptian counterpart agreed a deal this week that should see more Egyptian products entering the Libyan market at the expense of those from China and the Far East.
Trade between the two countries was worth more than $6 billion in 2010 but has since fallen dramatically. Part of the reason has been the quality of Egyptian goods being sold to Libya according to the LIU.
A delegation from the union met with the chairman of the Federation of Egyptian Industries, Mohamed Suwaidi, and other Egyptian industry heads to discuss boosting trade between the two countries. At the meeting, the Libyan delegation said that it welcomed increased imports of Egyptian products as opposed to those coming from China and east Asia but that there had to be better quality controls.
They called for the establishment of proper controls to maintain standards of Egyptian products. Some Egyptian exporters, they claimed, had exported inferior goods during the past, particularly during the revolution, and this had damaged the reputation of the Egyptian products generally.
As well as industrial goods such as electrical and electronic goods and appliances, chemical products, wood and metal furniture, the agreement covers foodstuffs and agricultural crops as well. Also included is cooperation on training, rehabilitation, quality control, agricultural quarantine measures and transportation, shipping and storage issues.
In an interview on Egyptian television yesterday, Libya’s ambassador to Egypt, Mohamed Fayez Jebril, said that Libyan investment in Egyptian industry was between $9 billion and $12 billion (LD 11.1 billion and LD 14.8 billion). He indicated that this is expected to increase in the near future.
He added that there were more than seven thousand Libyans studying in Egyptian universities.

Libya to invest LD 38 million in centre to train Libyans in Malta

A legal deed that will see the Libyan Higher Vocational Institute Centre of Excellence at Ta’ Giorni in St Julians, invest €22.4 million (LD 37.6 million) and open up to international students was signed in Malta this afternoon by Maltese Education Minister Evarist Bartolo and Libya’s Minister for Labour and Capacity Building, Mohamed Swalem.
The institute will adhere to local standards for its qualifications to be recognised by Malta.
The first phase of the institute’s internationalisation project includes a €1.4-million (LD2.3-million) refurbishment, currently underway and expected to take nine months.
Eventually, applications will be submitted to the Malta Environment and Planning Authority for the development of additional buildings including residences, increasing the current 160 places to 250. The institute will be able to take more than 900 students.
Some courses managed by Malta College of Arts, Sciences and Technology are currently held at the institute including IT, mechanical engineering, electronics and welding.
The institute wants to run three courses which it would manage – English language (for Libyans), Arabic, and leadership and management.
Institute general director Mahmoud Sawani said this was a historical moment since Malta had been chosen as one of Libya’s international strategic countries to help it develop it its education sector.
Swalem said that Malta was considered the closest among the countries that were close to Libya. It had the necessary experience to help Libya attain its aim of supporting the country with training to increase employment.
Bartolo said that Malta believed that it could have a strong education sector as it had a strong financial one.
The agreement, he said, came at the right time as the government wanted to developed voctational education to tackle unemployment as a challenge.

Answering his own question, Alloub gave 6 reasons why in his analysis Libya did indeed need to expand its downstream hydrocarbon sector.
Alloub felt that the current Libyan downstream hydrocarbon sector was too small and could not even satisfy local demand. Moreover, the specifications and standards of the Libyan sector were outdated and inefficient.
He also argued that Libya needed to diversify its hydrocarbon revenue to earn more income from petrochemicals and retain more profits. Diversification would also provide more and new jobs to help solve Libya’s large youth unemployment problem.
Finally, Alloub felt that Libya’s strategic location and its good quality (sweet) crude oil would help in expanding its downstream hydrocarbon sector.

قلة الإمكانيات تهدد جمعية "طبرق للتوحد" بالإنهيار
أجواء لبلادــ طبرق ــ رزق فرج رزق
تقدم أخصائيو التربية الخاصة بجمعية طبرق الأهلية للتوحد بعدة مطالب لإدارة الجمعية، مطالبين بتحقيقها ضمانا لسير العمل وهو ما دعا الإدارة إلى عقد اجتماع طارئ مع أولياء الأمور للتباحث حول سبل تحقيق هذه المطالب التي اعتبرها أخصائيو التربية الخاصة ملحة لتفادي انهيار الجمعية.

وذكر الأخصائيون في مذكرة طلباتهم ــ تحصلت "أجواء لبلاد" على نسخة منها، أن قرارات تعيينهم، والتسريع في صرف المنحة الشهرية هي من أولويات مطالبهم، بالإضافة إلى ضرورة المتابعة والالتزام واحترام المواعيد من قبل أولياء الأمور، وإلا سيضطرون إلى التوقف عن العمل.

وأكد عدد من أولياء الأمور على أهمية استمرار عمل الجمعية، لدورها الفاعل في تقديم خدمات لأطفالهم المصابين باضطراب التوحد، وذكروا أن توقف عمل الجمعية يكلفهم عناء السفر إلى خارج الوطن بحثاً عن العلاج المناسب لأطفالهم.
وذكر ولي أمر طفل "توحدي" طاهر بو باكرة أن تجربته في علاج ابنه في الأردن كانت قاسية، بالإضافة الى أن النتيجة كانت سلبية، مشيراً إلى عدة عوامل منها ابتعاد الطفل عن أسرته والبيئة التي يعيش فيها.
الوزارة غير معنية
وطالب بعض أولياء الأمور محلي طبرق بدفع ما تحتاجه الجمعية من مقدرات مالية تتمثل في إيجار مبنى، ومرتبات أخصائيين، وتوفير وسيلة نقل تقل أطفالهم من وإلى الجمعية.
و يرى البعض الآخر أنه لا جدوى من توجههم إلى محلي طبرق باعتبار وأن القائمين على المجلس المحلي والحكومة لا يعوا حجم المعاناة التي يتكبدها الأولياء والاطفال في إشارة منهم إلى زيارة وزيرة الشؤون الاجتماعية للجمعية الشهر الماضي، واطلاعها على سير العمل، وتعليقها على مطالب إدارة الجمعية بأن أكدت ان الوزارة "غير معنية بدفع إيجار المبنى ومواصلات ومرتبات الأخصائيين".
وفضّل بعض الأولياء التوجه إلى كبار التجار ورجال الأعمال بالمدينة لإنقاذ الجمعية من الانهيار.
يذكر أن مدينة طبرق تشهد تزايدا في نسب اضطرابات التوحد لدى الاطفال حسب إحصائيات جمعية طبرق الأهلية للتوحد التي تعمل على تنمية مهارات وتعديل سلوك أكثر من خمسين طفلا تؤمّهم الجمعية.
تقدم أخصائيو التربية الخاصة بجمعية طبرق الأهلية للتوحد بعدة مطالب لإدارة الجمعية، مطالبين بتحقيقها ضمانا لسير العمل وهو ما دعا الإدارة إلى عقد اجتماع طارئ مع أولياء الأمور للتباحث حول سبل تحقيق هذه المطالب التي اعتبرها أخصائيو التربية الخاصة ملحة لتفادي انهيار الجمعية.
صرف المنح الشهرية
وذكر الأخصائيون في مذكرة طلباتهم ــ تحصلت "أجواء لبلاد" على نسخة منها، أن قرارات تعيينهم، والتسريع في صرف المنحة الشهرية هي من أولويات مطالبهم، بالإضافة إلى ضرورة المتابعة والالتزام واحترام المواعيد من قبل أولياء الأمور، وإلا سيضطرون إلى التوقف عن العمل.

وقال الناطق باسم الغرفة الأمنية المشتركة بنغازي عبدالله الزايدي لأجواء لبلاد إن المشيطي لقي مصرعه بعد أن أطلق عليه أربعة مسلحين النار وأصيب بسبعة عشر طلقة أثناء قيادته لسيارته في حي الكيش.

Souther borders wide open

Standing under the shade of a large sign in front of the Fezzan Hotel, the only one still working in Sebha, capital of Fezzan, Marc (not his real name) lists all the adventures he passed through to travel from Guinea to Libya: the struggle to save the money, the sad good-byes to his family, the thirst which forced him to drink in the same pond as camels – and other miseries besides.
What about crossing the borders between Niger and Libya? “Nothing to say. We were four migrants in the pick-up. We crossed the border at Madama (in Niger, near Tumu, the Libyan official border crossing station). Nobody asked us for official documents.”
General National Congress (GNC) officially declared most of South as a military zone and voted to close Libya’s southern borders on 17 December. On the ground, nothing has changed. Basically, Libya’s southern border is controlled from Algeria border to Western Niger border by Tuaregs and from Niger Eastern border to a part of the Sudanese border, by Tebus. All in all it is about 2,500 kilometres.
600 illegal immigrants a day
“About 600 illegal immigrants cross the border every day. Tripoli authorities have never come to visit the borders. We send requests for more materials: new cars and new weapons but we have never received a reply”, explains Colonel Barca, head of military security for Murzuk area, controlled by the Tebus.
In August, a delegation of Tebus, Arabs from the south and Tuaregs was in Niger to discuss efforts to control the border more efficiently although neither the government not the GNC organised or financed the meeting. A similar delegation us expected to go to Chad soon. “For the first time, Tebus and Tuareg have decided to collaborate at the borders. We will have a direct communication between Murzuk [the main Tebu centre, 150 kilometres south-west of Sebha] and Obari [the main Tuareg centre, 200 kilometres west from Sebha]”, Hamadi Abad, a Tuareg delegate, explains with enthusiasm. Right now, both ethnic groups organise themselves as they want in their “preserve”, as some put it.
Corruption among border guards?
Tebus are controlling the longest part of the souther border. Eighteen armed groups – the number of men is kept secret – keep in touch with each other to control it. Colonel Barca explains: “We cannot check every car that crosses the border. So I have decided to focus on three main issues: drugs, alcohol and weapons.” The implication is that oil, food and human smugglers are more or less free to make business and that Tebus make money from the trade. “It is well-known that Tebus’ wealth come from trafficking,” a prominent Sebha resident claims. “For example, the locality of Umm Al-Aranib [about 95 km east from Murzuk] is used as a storage place for smuggled goods”.
Colonel Barca admits some instances of corruption among border guards: “The government gives no wages to the thuwars [revolutionnaries]. Only those who used to be policemen or soldiers get their salary.” As a feared and respected chief, Colonel Barca has been master of the border in the Murzuk area since the revolution and he has no intention of giving up his key role. That is possibly why he has never requested extra men from Tripoli to check the border.
In comparison with Tebus, the Tuaregs do not appear as well organised. The local council identifies nine official brigades in Obari. Officially all are under the control of Ministry of Defence or the Chief of Staff’s office.
The main one is named Tenere (“desert” in the Tuareg language) katiba.
“We are given the order to protect the pass of Anay [about 234 kilometres south-west from Sebha]. I can assure you that no weapons, drugs or any smugglers come through this point. But, I don’t know what is going on and which brigade is in charge of the rest of the border. Sometimes, we notice armed cars through field glasses, so we do a report,” Ahmed Bilal, deputy leader of the katiba, explains.
What if, one day, they face heavily armed traffickers at the pass of Anay?
“I tell my men not to try to catch them if they are too strong”, Ahmed Bilal replies.
An Al-Qaeda camp between Ghat and Algeria
In addition to smugglers, it is in Obari area that Islamists are said to have sought asylum after the North Mali war. “I certify I saw Al-Qaeda small camp of four to six picks-up in Isseyne, at the border between Ghat and Algeria. It was before Ramadan. I made a report but the authorities replied: ‘Don’t do anything. You don’t see it. You don’t look at it!’,” Hassan Massafer, a member of Katiba 206 in Obari (the only one composed of Tebus), says, angrily hitting his hand on the desk.
French writer Samuel Laurent relates that Katiba 315 in Obari is used as a “transit camp” for Islamists. He writes that the terrorists who committed the deadly In Amenas attack across the border in Algeria in January spent one night in the katiba building in his book Sahelistan.
“It is lie!”, Mohamed Raadi Al-Ansari, the deputy dead of Katiba 315, insists. “We have nothing to do with Islamists. Besides, we are all former member of the army in the previous regime, so Islamists are against us.” As proof, he invites journalists to the tour of the katiba headquarters: an about barracks where an hangar stands in the middle. Inside, three old 4×4 vehicles and a tarpaulin which reveals two 14-mm “dushkas” (anti-aircraft machine guns), one RPG, one FN assault rifle, seven kalashnikovs and a dozen of boxes of ammunition. “It’s not the armoury of terrorists”, Al-Ansari says smiling.
Such a bareness of weapons in such an over-armed country appears quite surprising.
From others come different views.
“Don’t trust the katiba. They are financed by Islamists. If you come back in three months, be sure that all the young people you saw inside will be gone to fight. They hide weapons in Machrouaa area in Obari”, inhabitants warn.
The mysterious Katiba 315 in Ubari
Machrouaa is a like a slum with tiny buildings with zinc roofs and small dirt streets in which wires trail on the ground where barefoot children are playing. “I don’t want to speak about Al-Qaeda but I can understand the men who are leaving to fight. There is nothing here – not a proper electricity network, no tap water, no hope”, Bubaker from Machrouaa sums up.
The town is where Sheikh Ahmed Omar, head of Katiba 315, has his religious school.
“None of the 500 members of the katiba leaves to fight in Syria or anywhere else. We have all the official documents to prove that we follow the rules of the government”, Sheik Ahmed Omar’s close friend says. The same source assure that Sheikh Ahmed has no link with Mokhtar Belmokhtar, military commander of Al-Qaeda for an Islamic Maghreb (AQIM).
Tuareg civil authorities do not deny that Islamists could be in their territory but they accuse Tripoli of using the argument in order not to process their request to give Libya national ID numbers to 14,000 Tuareg families.
For their part, Arabs in Sebha are convinced that Tebus and Tuaregs use their control of the borders to allow fellow members of their ethnic communities into Libya. They fear they could end up being a minority in Fezzan. “We have no problem with Libyan Tuaregs and Tebus. We are brothers. But the others from Niger or Chad were used by Qaddafi. They are the smugglers and the traffickers”, Ayoub Zaroug, head of Sebha Local Council, says.
“We have to create a force which will be formed of Libyans from every tribe to control the border,” Abubakr Ehwaili, an independent Congressman from Sebha, says. “At present there are only Tebus and Tuaregs. It is not secure.”

In addition to smugglers, it is in Obari area that Islamists are said to have sought asylum after the North Mali war. “I certify I saw Al-Qaeda small camp of four to six picks-up in Isseyne, at the border between Ghat and Algeria. It was before Ramadan. I made a report but the authorities replied: ‘Don’t do anything. You don’t see it. You don’t look at it!’,” Hassan Massafer, a member of Katiba 206 in Obari (the only one composed of Tebus), says, angrily hitting his hand on the desk.
French writer Samuel Laurent relates that Katiba 315 in Obari is used as a “transit camp” for Islamists. He writes that the terrorists who committed the deadly In Amenas attack across the border in Algeria in January spent one night in the katiba building in his book Sahelistan.
“It is lie!”, Mohamed Raadi Al-Ansari, the deputy dead of Katiba 315, insists. “We have nothing to do with Islamists. Besides, we are all former member of the army in the previous regime, so Islamists are against us.” As proof, he invites journalists to the tour of the katiba headquarters: an about barracks where an hangar stands in the middle. Inside, three old 4×4 vehicles and a tarpaulin which reveals two 14-mm “dushkas” (anti-aircraft machine guns), one RPG, one FN assault rifle, seven kalashnikovs and a dozen of boxes of ammunition. “It’s not the armoury of terrorists”, Al-Ansari says smiling.
Such a bareness of weapons in such an over-armed country appears quite surprising.
From others come different views.
“Don’t trust the katiba. They are financed by Islamists. If you come back in three months, be sure that all the young people you saw inside will be gone to fight. They hide weapons in Machrouaa area in Obari”, inhabitants warn.
The mysterious Katiba 315 in Ubari
Machrouaa is a like a slum with tiny buildings with zinc roofs and small dirt streets in which wires trail on the ground where barefoot children are playing. “I don’t want to speak about Al-Qaeda but I can understand the men who are leaving to fight. There is nothing here – not a proper electricity network, no tap water, no hope”, Bubaker from Machrouaa sums up.
The town is where Sheikh Ahmed Omar, head of Katiba 315, has his religious school.
“None of the 500 members of the katiba leaves to fight in Syria or anywhere else. We have all the official documents to prove that we follow the rules of the government”, Sheik Ahmed Omar’s close friend says. The same source assure that Sheikh Ahmed has no link with Mokhtar Belmokhtar, military commander of Al-Qaeda for an Islamic Maghreb (AQIM).
Tuareg civil authorities do not deny that Islamists could be in their territory but they accuse Tripoli of using the argument in order not to process their request to give Libya national ID numbers to 14,000 Tuareg families.
For their part, Arabs in Sebha are convinced that Tebus and Tuaregs use their control of the borders to allow fellow members of their ethnic communities into Libya. They fear they could end up being a minority in Fezzan. “We have no problem with Libyan Tuaregs and Tebus. We are brothers. But the others from Niger or Chad were used by Qaddafi. They are the smugglers and the traffickers”, Ayoub Zaroug, head of Sebha Local Council, says.
“We have to create a force which will be formed of Libyans from every tribe to control the border,” Abubakr Ehwaili, an independent Congressman from Sebha, says. “At present there are only Tebus and Tuaregs. It is not secure.”

والاتحاد الأوروبي على تكثيف جهودهما لمكافحة الهجرة غير الشرعية في البحر
المتوسط . وينص الاتفاق على إنشاء شبكة البحر الأبيض المتوسط " فرس البحر" ،
وتدريب خفر السواحل ، ومراقبة الحدود البرية في ليبيا ، ودول شمال إفريقيا
أحد مصادر الهجرة باتجاه اوروبا ، والاستمرار في تنفيذ برنامج " اتلنتيكو
فرس البحر " ، الذي نجح في تقليص ضغوط الهجرة عبر البحر من إفريقيا إلى
أوروبا . وكان تنفيذ البرنامج المشترك قد نجح في تقليص عدد المهاجرين من
الجنوب الى الشمال من 31 ألفاً في 2006 إلى نحو 300 مهاجراً في العام 2012 .

الخميس بمقر كلية ضباط الشرطة بطرابلس بتخريج الدفعة الأولى من المتطوعين
والثوار الملتحقين بإدارة التجنيد التابعة لرئاسة أركان الجيش الليبي
والبالغ عددها (1400) مجند . وحضر مراسم تخريج هذه الدفعة رئيس الحكومة
المؤقتة " علي زيدان " ، ووزير الدفاع " عبد الله الثني " ، ورئيس الأركان
العامة اللواء "عبد السلام جاد الله العبيدي ، ورئيس أركان قوات الدفاع
الجوي العميد جمعة العباني " ، وعدد من ضباط الجيش الليبي ، وسفراء الدول
والملحقين العسكريين لعدد من الدول الشقيقة والصديقة المعتمدين في ليبيا ،
وأهالي الخريجين . وأعتبر رئيس الحكومة المؤقتة أن تخريج هذه الدفعة يعد
بداية جديدة من أجل إعادة تأسيس وبناء الجيش الليبي ، مشيرا أن هذا الجيش
الذي نمى وتأسس مع بزوغ فجر الدولة الليبية بعد الاستقلال شارك في تهيئة
الاستقلال قبل إعلانه . وأكد " زيدان " في الكلمة التي ألقاها في حفل
التخرج انه بعد ثورة 17 فبراير المجيدة بدأت الحكومة في العمل من أجل تأسيس
وإعادة بناء الجيش ، وإدماج الثوار داخل مؤسسات الدولة . ودعا رئيس
الحكومة المؤقتة إلى تكثيف الجهود والعمل على بناء جيش يعتمد على الحداثة
والبدء من خلال هؤلاء الشباب خريجو الدفعة الأولى في وضع لبنات لمؤسسة
عسكرية وجيش قوي وفعال . وتخلل الحفل استعراض عسكري للخريجين ، وتوزيع

المجلس المحلي بنالوت امس الخميس قافلة إغاثة إلى الأسر النازحة المتواجدة
بمدينة غدامس ، والتي تعاني من نقص شديد في العديد من متطلبات الحياة
اليومية . وأفاد مراسل وكالة الأنباء الليبية بنالوت أن هذه القافلة التي
قامت بتنظيمها مؤسسات المجتمع المدني بالمدينة واشرف عليها المجلس المحلي
بها اشتملت على كميات من المواد الغذائية المختلفة ، وحليب الأطفال ،
وأدوية متنوعة ، ومواد تنظيف . وأضاف أن تسيير هذه القافلة تأتي ضمن
المساعدات الإنسانية التي تقوم بها مؤسسات المجتمع المدني بنالوت للعائلات

احتفالية بمناسبة اليوم العالمى لمرض الزهايمر .

الجمعية الليبية لمرض الزهايمر بالتعاون مع المركز الوطنى لمكافحة الامراض
ومفوضية طرابلس للكشافة والمرشدات مساء اليوم الجمعة باليوم العالمى لمرض
الزهايمر الذى يصادف العشرين من شهر سبتمبر من كل عام . وأقيمت بهذه
المناسبة احتفالية بميدان الفروسية بمنطقة ابى ستة بطرابلس تحت شعار " لنكن
جميعا من أجلهم" حضرها رئيس وأعضاء الجمعية الليبية لمرض الزهايمر
ومندوبين عن المركز الوطنى لمكافحة الامراض ومفوضية طرابلس للكشافة
والمرشدات ومندوبى عدد من المؤسسات الصحية و مؤسسات المجتمع المدنى
والمهتمين والمختصين بالمجال الصحى وجمع غفيرمن أهالى المنطقة . وأكدت
الكلمات التى القيت بهذه الاحتفالية على ضرورة الاهتمام بمرضى الزهايمر
وتعزيز الروح المعنوية لهم وتوفير وسائل اللياقة البدنية والذهنية للمريض
وحثه على مزاولتها والاستفادة من القدرات المتوفرة لديه . وشددت الكلمات
على ضرورة توفير السلامة والامان والهدؤ فى المنزل الذى يقيم فيه المريض
والوسائل التى تساعد على تحسين التواصل والحوار بوضوح وتمهل واظهار المودة
والحب ومشاعر الحنان نحوه وتشجيعه على الاحتفاظ باستقلاليته واعتماده على
نفسه للحفاظ على كرامته ومشاعره . وعرفت الكلمات التى القيت بهذه
الاحتفالية بهذا المرض الذى اكتشفه العالم الالمانى " ألوى ألزهايمر " عام
1906 ميلادية باعتباره احد اشكال الاضطراب العقلى الذى يصيب كبار السن
بتاثيره على اجزاء من المخ . واستعرضت الكلمات المسببات الرئيسية لهذا
المرض والتى تمحورت فى السن والتاريخ المرضى للاسرة وأعراضه المتمثلة فى
الفقدان البسيط للذاكرة والذى يزداد تدريجيا حتى تصبح الاعراض اكثر صعوبة
كنسيان اللغة وعدم الاحساس بالوقت وفقدان القدرة على الحكم على الاشياء . (
