At today’s press conference Prime Minister Ali Zeidan said Libya is studying the loss and compensation claims of foreign contracting companies.
He reiterated the offer made to foreign contractors to resume their projects on the basis of 50, 25 and 25 percent payment tranches.
Hinting that some of the delay in foreign contractors’ resumption may be caused by local factors, he said that Libya wanted more and better mechanisms of and in the monitoring of the execution and implementation of projects.
He referred to the Audit Bureau procedure, hinting, but not mentioning, that it could be part of the bottle neck in reactivating projects. In its defence, he noted that the Audit Bureau could only work the current rules in existence.
In this regard, he revealed that his government was working with the GNC to reform these.
