Eastern city wants to restore status as business centre

BENGHAZI, Libya, Jan 23 (Reuters) - At a construction site on Benghazi's waterfront, engineer Seraj Bushada proudly points to a giant hole in the ground that will make way for a 48-floor office tower that city officials hope will help transform part of this port city into a modern business district.
Unlike the capital Tripoli, Benghazi, Libya's second-biggest city, has few modern high-rise developments.
Construction of the $300 million Three Towers project, which will include two smaller blocks housing luxury apartments and a hotel, was delayed due to the uprising against former dictator Muammar Gaddafi, which began here nearly two years ago.
The project is now due for completion in 2015 and is being promoted in Benghazi's bid to regain its former status as the country's business capital and end what residents see as decades of marginalisation under Gaddafi.
"We have to work together to realise this dream," Bushada said.
Turning that dream into reality will be a challenge. Security is a major concern for foreign investors in the city, highlighted by the attack on the U.S. diplomatic mission in September in which the U.S. ambassador and three other Americans were killed.
Only last week a car bomb killed a Benghazi police officer, the second such attack in as many days and the government is considering imposing a night time curfew on the city.
Many Benghazans, however, are calling for the country's new constitution - due to be drafted in coming months - to give the city powers to manage its own affairs and a share of the eastern region's resources.
While the revolution succeeded in overthrowing Gaddafi, they argue, it has failed to spread wealth more evenly in Libya. Benghazi is the main city in eastern Libya, which provides around 80 percent of the country's oil wealth, yet the city is still dependent on the government in Tripoli for funding.
Some residents and officials are calling for the constitution to officially restore Benghazi as Libya's business capital, a status it held under King Idris until his overthrow by Gaddafi in a coup in 1969. With an estimated population of nearly 1 million, it is roughly half the size of Tripoli.
"Everything was here before, Benghazi is the best place to be the economic capital," said businessman Kais el-Bakshishi of the "Benghazi Economic Capital" campaign, which counts about 700 members including local businessmen, activists and academics.
"The main reasons are its strategic location - a gateway to Africa and Egypt and historically the people of Benghazi are traders. A lot of businessmen in Tripoli are from Benghazi."
STRIKING A BALANCE
Perched on the Mediterranean sea, Benghazi was the first city to revolt against Gaddafi and later became the rebels' main base before Tripoli, some 1,000 kilometres (620 miles) away, fell in August 2011.
City officials' first priority is to push the central government to move state companies such as the National Oil Corporation (NOC) and Libyan Airlines, which were based here under King Idris but later moved to Tripoli, back.
"If we can get these back to Benghazi, we can make it the economic capital," said Abdelhamid Elhadad, head of the industrial and oil committee of the Benghazi local council.
"We are trying to restore Benghazi to what it once was," he said, sitting in the council's new offices - where posters claiming "Together we will build our city" hang next to signs banning weapons.
The NOC was formerly the Libyan General Petroleum Company, which was founded in Benghazi in 1968. After the NOC was established in 1970 it relocated to Tripoli.
"The objection is that it is like before - everything is controlled by Tripoli; this is not why the revolution took place," said Tahani Mohammed Ben Ali, head of the Benghazi workers' union at Libya's biggest oil firm Arabian Gulf Oil Company (Agoco).
"There are infrastructure, health, education needs here."
With the country still volatile, Libya's new rulers - led by Prime Minister Ali Zeidan's cabinet and the general national congress - know they have to strike a careful balance to appease regional rivalries.
That plays in Benghazi's favour and the oil ministry has proposed splitting the NOC into an exploration and production company based in Tripoli and a refining and petrochemicals company in Benghazi. Residents in eastern Libya as well as activists and oil workers vehemently oppose the plan, however, and say the whole company should relocate to Benghazi.
"If someone steals something from you, you want it back," Ben Ali said.
Other plans for enhancing Benghazi as a business hub include improving its infrastructure.
Its port is outdated while the airport, which has just one cramped hall, had been slated for an upgrade when the war began.
"The plan before was for 5 million passengers a year, now we want 15 million passengers a year," Bakshishi said.
South Korean company Nemo Partners is building a temporary passenger terminal at the airport. But progress on expanding the airport has been slow as the central government is reviewing previous foreign investment deals in the country before it approves new ones.
Benghazi officials are also considering building a free trade zone and have proposed public works projects to provide jobs, namely for the former rebel fighters who have yet to lay down their weapons.
"We want to look after the factories around Benghazi, we need to boost manufacturing," Elhadad said. "We have an industrial area of around 1,000 hectares, we want to have a real industry here, we want to build more hotels."
Elhadad wants Benghazi to be twinned with cities like Istanbul or Marseille to promote ties and plans to write to the mayor of New York, seeking to attract U.S. interest.
Industry in the area focuses on cement, and cable and steel pipe factories, as well as oil services, but badly needed foreign investment is only trickling in.
The International Monetary Fund forecast Libya's economy shrank 60 percent in 2011 due to the conflict but expected it to expand by 122 percent in 2012 and 17 percent this year.
TRADE PICKS UP
Benghazi still faces many of the same problems as the rest of Libya. Rubbish is piled up on its streets and beaches; jobs are in short supply; and weapons are everywhere as the government has failed to control rival armed factions since the end of the uprising.
However, it has seen more commercial activity in the past year and dozens of new clothing, food and consumer goods shops have sprung up.
"Things are getting better, lots of new businesses were established after the revolution," an Egyptian worker at a supermarket in the city, said. "And people are spending."
One local businessman said retail business in Benghazi had tripled since before the war, but did not cite a source for the figure: "The former fighters have money so they are spending."
At a conference this week, businessmen and campaigners laid out plans for Benghazi's economic revival, but many acknowledged security remained a priority.
Last week Italy - the former colonial power - suspended activity at its consulate in Benghazi and withdrew staff for security reasons after unidentified gunmen opened fire on its consul's armoured car.
The consul was unhurt but the incident recalled the attack on the U.S. mission, in which American intelligence officials say Islamist militants with ties to al Qaeda affiliates were most likely involved. Last week's hostage crisis in Algeria has added to security concerns in North Africa.
"How can you turn Benghazi into an economic capital when there isn't even any security?" Khaled Al-Nomi, a shop assistant, said. "Things are getting worse here, not better."
Many Western businessmen are adopting a wait and see approach towards Libya, keen to see whether the interim government can get a grip on security. Arab and Turkish businessmen are more prominent.
Local Benghazans stress that the violence is more against security officials than civilians, but the attack on the U.S. mission has been a setback.
"Some companies up until last year visited Benghazi," Tarek Alwan, managing director of London-based consulting firm SOC Libya, said.

#libya Libyan judges in #Pakistan on goodwill visit

Chief Justice Kamal Bashir Al-Dahan is leading a five-day goodwill visit of Libyan judges in Pakistan     
Tripoli, 23 January:
A group of Libyan judges, led by Chief Justice Kamal Bashir Al-Dahan, is on a goodwill visit to Pakistan.
The delegation, which includes three judges and a registrar from the Supreme Court of Libya, was invited by the Chief Justice of the Federal Shariat Court, Agha Rafiq Ahmed Khan.
“They are on a goodwill visit,” Ayaz Hussain, Pakistan’s Ambassador in Tripoli, confirmed to the Libya Herald.
The Chief Justice of Pakistan, Iftikhar Muhammad Chaudhry, welcomed the delegation as “valued friends” at the Supreme Court in Islamabad. “It is an honour to receive such a high level judicial delegation in the Supreme Court,” he said. “Such exchange of visits of delegations is a good tradition which enables us to share the experiences of each other and to understand the judicial system of both countries.”
Judges from the Supreme Court of Libya on the five-day trip are Saleh Abouzid, Ramadan Beleil and Nureddine Al-Akrami. They are accompanied by court registrar Fuad Mohamed Salem. They are due to return on 25 January.
The Libyan delegation accepted an invitation to take part in Pakistan’s international judicial conference in April. Dahan, however, may have left his post by then, since the Justice and Judicial Affairs Committee of the General National Congress met last week to discuss the appointment of a new Chief Justice.

قتل واصيب نحو ( 8 ) اشخاص اليوم الاربعاء في انفجار قنبلة بشمال غرب باكستان . وذكرت وسائل الاعلام المحلية أن ( 5 ) أشخاص على الأقل لقوا مصرعهم وأصيب ( 3 ) آخرون فى انفجار قنبلة اليوم فى منطقة أوركزاى القبلية فى شمال غرب باكستان . وأضافت أن الانفجار وقع عندما كان أشخاص يجمعون شحنة متفجرة محلية الصنع فى منزل بمنطقة جاندرى كالاى فى منطقة اوركزاى ، مما اسفر عن قتل ( 5 ) مشتبه بهم فى المنزل على الفور إلى جانب إصابة ( 3 )آخرين بجراح بالغة . كما دمر الانفجار ايضا المنزل جزئيا ونشر الذعر بين السكان المحليين فى المنطقة الريفية .

#libya Libyan Spider joins forces with #Dutch company to fight spam

SpamExperts, a Dutch online security firm, has announced a new hosting partnership with Libyan Spider to help curb the flow of unwanted spam for its customers.
Tripoli-based Libyan Spider, which specialises in a variety of internet solutions including domain registration and web hosting, has now adopted SpamExperts’ email spam and virus filtering software.
The software catches spam emails and viruses before they actually reach the customers’ network. This solves the growing problem of viruses being transmitted onto clients’ computers through unsolicited spam emails. It also automatically curbs the quantity of junk messages.
“SpamExperts Local Cloud has significantly reduced spam reaching our servers and customers’ mailboxes,” said Mohamed Ayad, Director of Data Hosting and Domains Registration at Libyan Spider. He added: “These are great results which enhance the experience for our end-users.”

#لافروف: تمسك المعارضة بإسقاط #الأسد خاطئ #سوريا #روسيا

دبي، الإمارات العربية المتحدة (CNN) -- قال وزير الخارجية الروسي، سيرغي لافروف، الأربعاء، إن أولويات موسكو تنصب في وقف سريع لإراقة الدم في سوريا، وليس الحفاظ على الرئيس، بشار الأسد، في السلطة أو الإطاحة به، لافتاً إلى صعوبة إيجاد حلي سلمي للأزمة السورية، التي تشارف على دخول عامها الثاني، في ظل تمسك المعارضة برفض الحوار مع النظام.
وشدد لافروف على أن الأولويات بالنسبة لروسيا في تسوية الأزمة السورية لا تتمثل في "التوصل إلى أهداف جيوسياسية، بل استقرار الأوضاع ووقف سفك الدماء"، مضيفاً: "كل شيء مرتبط بإصرار المعارضة على الإطاحة بنظام الأسد."
وتابع: "مادام نهج المعارضة السورية المبني على فكرة الإطاحة بنظام الأسد، مستمرا، فإنه من الصعب أن يحصل في هذا البلد ما هو إيجابي"، طبقا لوكالة "نوفوستي" الرسمية.
وتابع: "أعلن الائتلاف الوطني السوري، إن هدفه هو الإطاحة بنظام الأسد ومؤسساته، وهذا يتعارض تماما مع اتفاق جنيف، الذي تضمن التأكيد على ضرورة المحافظة على مؤسسات الدولة، وعدم تكرار الأخطاء التي وقعت في بلدان أخرى."
وانتقد وزير الخارجية الروسي بعض دول "مجموعة العمل" التي تشجع المعارضة على رفض الحوار وتدعم حربه ضد النظام."
وتطالب المعارضة السورية ومعظم حكومات العالم الأسد بالتنحي، معتبرة ألا مستقبل له في المرحلة الانتقالية، وهي مطالب تعارضها روسيا وبعض الدول الحليفة للنظام.
وحول عمليات إجلاء قامت بها السلطات الروسية لبعض رعاياها في سوريا، عقب لافروف قائلاً: "خطط الإجلاء موجودة.. كما هو الحال في أي بلد آخر.. وبالنظر إلى تقديراتنا للوضع فإن الأمر لن يتطلب ذلك"، حسبما أورد المصدر.

تبدأ بعثة جامعة الدول العربية مهمتها غدا الخميس لدعم اللاجئين السوريين في عدد من الدول المجاورة . وأفادت الجامعة أن بعثتها برئاسة السفيرة فائقة سعيد الصالح الأمين العام المساعد ، رئيس قطاع الشؤون الاجتماعية أن هذه المهمة تأتي تنفيذاً لقرار مجلس وزراء الخارجية العرب في دورته الاستثنائية الخاص بتقديم المساعدات الضرورية للنازحين من سوريا إلى كل من لبنان والأردن والعراق . من جهتها اوضحت السفيرة " فائقة " في بيان صحفي أن البعثة تضم في عضويتها مسؤولي الأمانات الفنية لمجلسي وزراء الشؤون الاجتماعية والصحة العرب والإدارات المعنية في الأمانة العامة للجامعة العربية. وأضافت أن المحطة الأولى للبعثة ستكون في العراق للقاء عدد من المسؤولين هناك ، بالإضافة إلى القيام بزيارات ميدانية للوقوف على أوضاع النازحين السوريين في هذا البلد. وفيما يتعلق بالأردن أفادت بأنه من المنتظر أن تلتقي البعثة مع وزير التنمية والشؤون الاجتماعية ، ورئيس الهيئة الخيرية الأردنية ومسؤولي مخيم الزعتري ومنسق شؤون اللاجئين . وأشارت إلى أن البعثة سوف تختتم مهمتها بزيارة لبنان ، حيث تلتقي بوزيري الشؤون الاجتماعية ، والصحة في الحكومة اللبنانية ، فضلا عن القيام بزيارات ميدانية للوقوف على أوضاع النازحين السوريين . وأوضحت المسؤولة العربية أن البعثة ستعد تقريراً مفصلاً يتضمن احتياجات النازحين السوريين في الأردن ولبنان والعراق ، تمهيداً لرفعه إلى مؤتمر المانحين المقرر انعقاده بالكويت في الثلاثين من يناير الجاري .

#الكويت الداخلية الكويتية تتهم متظاهرين بالاعتداء على أفرادها

في أول تعليق رسمي لها عقب مسيرة “كرامة وطن 7″ التي شهدتها البلاد أمس، اتهمت وزارة الداخلية الكويتية المتظاهرين بقطع الطرق الرئيسية والاعتداء على قوات الأمن.
وقالت الوزارة، في بيان لها اليوم الأربعاء،  إن “مجموعة من المتجمهرين قاموا بتنظيم مسيرة غير قانونية، مساء الثلاثاء، مخالفين بذلك القوانين، حيث طافت المسيرة عدة شوارع في منطقة الصباحية التابعة لمحافظة مبارك الكبير (جنوب غرب)”.
وأوضح البيان أن “المتجمهرين تعمدوا قطع الطريق وتعطيل المصالح وحركة السير، وقد أسفرت هذه الأحداث غير القانونية عن زعزعة الأمن في المنطقة السكنية وإثارة الفزع بين المواطنين حيث تم إشعال حاويات القمامة داخل المناطق السكنية”.
ولفت البيان إلى أن “أجهزة الأمن اتبعت تكتيكًا أمنيًّا يحول دون الاحتكاك المباشر بالمتجمهرين حفاظًا على سلامتهم وعدم تعرضهم للأذى وتمكن رجال الأمن من احتواء الموقف والسيطرة على المسيرة وإعادة الأمن إلى المنطقة”.
وكان مدير الجمعية الكويتية لحقوق الإنسان المحامي محمد الحميدي قال، إن “قوات الشرطة استخدمت  القنابل الدخانية وقنابل الصوت بكثافة عالية ولم تعط المتظاهرين أي فرصة للتفاوض بشأن إكمال المسيرة”.
وشهدت شوارع منطقة الصباحية، ليلة أمس، عمليات كر وفر بين المتظاهرين وقوات الأمن بعد أن رفض قوات الأمن تنظيمهم لمسيرة “كرامة وطن 7″ التي تمت الدعوة إليها في وقت سابق هذا الأسبوع.
ويطالب المتظاهرون – الشباب ورموز المعارضة – بسحب مرسوم الصوت الواحد الذي صدر مؤخرًا، وحل مجلس الأمة الحالي الذى تشكل وفق انتخابات جرت بناءً على المرسوم موضع الخلاف، والذي افتتح دور الانعقاد الجديد له 16 ديسمبر الجاري.
ورفضت المعارضة الاعتراف بنتائج الانتخابات البرلمانية التي جرت في الأول من ديسمبر الماضي، وقاطعها نحو 60% ممن لهم حق التصويت.

نشوب حريق محدود بسوق أبي سليم الشعبي #بطرابلس .

طرابلس 23 يناير 2013 ( وال ) - نشب حريق محدود بسوق أبي سليم الشعبي ، أمس الثلاثاء ، أدى إلى إحتراق سيارة مدنية وأجزاء بسيطة لعدد من المحال التجارية بالسوق . وأوضح صاحب محل لبيع السجائر بالقرب من مكان الحريق لمراسل وكالة الأنباء الليبية ، بأن السبب الرئيسي لإندلاع الحريق المحدود جاء نتيجة لرمي بعض الشبان للألعاب النارية ومن بينها مفرقعات متفجرة نتج عنه الحريق . وأضاف أن الحريق أدى إلى إحتراق سيارة مدنية وأجزاء لعدد من المحال التجارية لبيع الملابس ، ولم يصب أي أحد من المواطنين أو المارة بأدى ، وقد هرعت سيارة الإطفاء إلى موقع الحريق وسيطرة على النيران بالكامل

#ماليزيا تعلن مقتل أحد مواطنيها وفقد آخر خلال احتجاز رهائن بمنشأة الغاز جنوب #الجزائر الأسبوع الماضي .

قالت ماليزيا اليوم الأربعاء ان أحد مواطنيها قتل خلال احتجاز رهائن في منشأة الغاز جنوب الجزائر الأسبوع الماضي ، في حين لم يعثر بعد على مواطن ماليزي آخر . وقالت الخارجية الماليزية إن سفارتها في الجزائر أكدت مقتل " شون شينج نجين " الموظف بمنشأة الغاز الطبيعي فى إن أميناس . وأضافت الخارجية الماليزية إن الحكومة قلقة للغاية بشأن مصير المواطن الماليزي " تان بينج وى " الذي لم يعثر عليه بعد . واشارت الى ان ثلاثة مواطنين ماليزيين آخرين تم إنقاذهم من المنشأة بعد أربعة أيام من حصارها

طوكيو تطالب #الجزائر بالتعاون لمعرفة مصير ثلاثة يابانيين مفقودين بها# .

طوكيو 23 يناير 2013 (وال) -أعلنت وزارة الخارجية اليابانية اليوم الأربعاء أن نائب وزير الخارجية للشئون البرلمانية ،مينورو كيوتشي ، طالب وزير الداخلية الجزائري أمس الثلاثاء بالتعاون في البحث عن ثلاثة يابانيين لم يعرف مصيرهم بعد منذ أزمة احتجاز رهائن في منشأة الغاز جنوب الجزائر الأسبوع الماضي. وذكرت وكالة الانباء اليابانية "كيودو" أن كيوتشي طلب خلال محادثات في الجزائر مع الوزير دحو ولد قابلية ، التعاون في جمع المتعلقات والمعلومات حول ملابسات مقتل سبعة يابانيين خلال الحادث. وأفادت الوزارة بأنه من ناحيته ،أعرب الوزير الجزائري عن تعازيه وقدم توضيحا لاستخدام الجزائر القوة في التعامل مع الخاطفين ، كما وعد بتقديم الدعم للمطالبات اليابانية قدر الإمكان

#Clinton faces tough questions in her testimony on #Benghazi attacks

Secretary of State Hillary Rodham Clinton faces tough questions in her long-awaited congressional testimony concerning the assault on the U.S. diplomatic mission in Benghazi, Libya, that killed Ambassador Chris Stevens and three other Americans.

Clinton is the sole witness Wednesday at back-to-back hearings before the Senate and House foreign policy panels on the September raid, an independent panel's review that harshly criticized the State Department and the steps the Obama administration is taking to beef up security at U.S. facilities worldwide.

Clinton had been scheduled to testify before Congress last month, but an illness, a concussion and a blood clot near her brain forced her to postpone her appearance.

Her marathon day on Capitol Hill will probably be her last in Congress before she steps down as secretary of state. President Barack Obama has nominated Sen. John Kerry, D-Mass., to succeed her, and his swift Senate confirmation is widely expected. Kerry's confirmation hearing is scheduled for Thursday.

Clinton's testimony will focus on the attack after more than three months of Republican charges that the Obama administration ignored signs of a deteriorating security situation in Libya and cast an act of terrorism as mere protests over an anti-Muslim video in the heat of a presidential election. Washington officials suspect that militants linked to al-Qaeda carried out the attack.

"It's been a cover-up from the beginning," Sen. John McCain, R-Ariz., the newest member of the Senate Foreign Relations Committee, said Tuesday.

Politics play an outsized role in any appearance by Clinton, who sought the Democratic presidential nomination in 2008 and is the subject of constant speculation about a possible bid in 2016. The former first lady and New York senator - a polarizing figure dogged by controversy - is about to end her four-year tenure at the State Department with high favorable ratings.

A poll early last month by the Pew Research Center for the People & the Press found 65 percent of Americans held a favorable impression of Clinton, compared with 29 percent unfavorable.

Challenging Clinton at the hearing will be two possible 2016 Republican presidential candidates - Florida's Marco Rubio and Kentucky's Rand Paul, also a new member of the committee.

Clinton did little to quiet the presidential chatter earlier this month when she returned to work at the State Department after her illness. On the subject of retirement, she said, "I don't know if that is a word I would use, but certainly stepping off the very fast track for a little while."

State Department spokeswoman Victoria Nuland said Tuesday that Clinton would focus on the Accountability Review Board's independent assessment of the attack and the State Department's work to implement its findings.

"Systematic failures and leadership and management deficiencies at senior levels within two bureaus of the State Department resulted in a Special Mission security posture that was inadequate for Benghazi and grossly inadequate to deal with the attack that took place," the panel said in its report last month.

The report singled out the Bureau of Diplomatic Security and the Bureau of Near East Affairs, saying there appeared to be a lack of cooperation and confusion over protection at the mission in Benghazi. The report described a security vacuum in Libya after rebel forces toppled the decades-long regime of Muammar Gaddafi.

اجتماع أمني في مطار #طرابلس العالمي

عقد صباح اليوم الأربعاء بمطار طرابلس الدولي اجتماعا أمنيا لدراسة الجانب الأمني بحضور وزير المواصلات عبد القادر محمد احمد ووكيل وزارة الداخلية أحمد درمبة والأجهزة الأمنية بالمطار ومدير مطار طرابلس الدولي .
وتم خلال الاجتماع مناقشة المعوقات الأمنية المتعلقة بالمطار تضمنت الرفع من مستوى هذا المرفق الذي يمثل وجه ليبيا ودراسة المعوقات الأمنية وإيجاد الحلول المناسبة .
وشدد الوزير على ضرورة إعادة بناء المطار ومشروعه الذي لا يزال قيد الدراسة .

الكهرباء توقع عقد لإنشاء محطة غرب #طرابلس البخارية

أفاد مدير مشروع محطة غرب طرابلس بشيـــر الحمروني ، معلومات حول مشروع إنشاء محطة غرب طرابلس البخارية .
وبحسب موقع وزارة الكهرباء والطاقات المتجددة اليوم الأربعاء، أن” العقد أبرم لإنشاء المشروع “،لافتاً إلى أن الشركة المنفذة هونداي الكورية .
وأضاف الحمروني أن” عقد إنشاء محطة غرب طرابلس يتضمن تصميم و توريد و تنفيذ أربع وحدات بخارية بقدرة 350 ميجاوات لكل وحدة، أي بقدرة إجمالية تصل 1400 ميجاوات , يتم ربطها على شبكة 400 كيلو فولت . “
وأشار الحمروني إلى أن العقد يحتوي علي برنامج ” TURN KEY PROJECT “على أساس ” مشروع تسليم المفتاح و تدريب العناصر الوطنية من أفراد التشغيل و الصيانة .
وتابع أن” العقد يشمل تنفيذ الملحقات الرئيسية وهي وحدتي إنتاج المياه المحلاة و معالجة المياه الصناعية وإنتاج الكلور وإنتاج غاز الهيدروجين ومعالجة المياه الملوثة وخزانات الوقود والورش والمخازن والمبني الإداري .

طلب النائب الأول لرئيس المؤتمر الوطني العام جمعة عتيقة عرض موضوع تصحيح المسار للمناقشة واتخاذ قرارات حاسمة ، منوها إلى انه في حالة عدم الاستجابة فلن يبق أمامه سوى الرجوع للناخبين واستئذانهم في الرحيل.
وهاجم عتيقة بحسب ما نشر على موقع المؤتمر في الفيس بوك في بداية البيان اللائحة الداخلية التي لم تمنحه أي صلاحيات إلا في حال غياب الرئيس ، منتقدا استحواذ مكتب الرئيس على كل الاختصاصات والتي يمارسها بصفته رئيساً للمؤتمر والدولة على حد تعبيره .
وتطاول جمعة على النائب الثاني الذي يحترق لتسيير جلسات المؤتمر بسلاسة اثناء وجود وغياب السيدين المقريف وعتيقة متهما إياه بالفوضى المالية في الصرف عند توقيعه على صكوك دون غطاء تشريعي.

Deadly blasts rock #Iraqi capital

Three explosions kill at least 17 people in and around Baghdad, as protests against the government continue.

Three blasts, including a suicide attack, have killed at least 17 people in and around the Iraqi capital, Baghdad, officials say.
The most deadly of Tuesday's explosions took place in Taji, 20km north of Baghdad, where a suicide bomber driving a car packed with explosives detonated his bomb near an army base, killing at least seven people and wounding 24.
Nasseer Rahman, a teacher, said he was sitting in a minibus waiting to pass the checkpoint when the bomb exploded about 120 metres away. He said dozens of cars were waiting in lines when the blast went off.
"As soon as the blast struck, we got off the minibus and ran to the site of the explosion," he said. "We saw several cars on fire and pools of blood, and everybody was screaming for help.''
Another car bomb exploded in a crowded market in the Shia neighbourhood of Shula, in the northwest of the capital, killing five people and wounding 13, police and hospital sources said.
"We received a call for us to head to the blast site. It was a car bomb. A woman was laying dead with a sack of groceries still beside her, and the wounded were screaming," said policeman Ghalib Ameer, whose patrol was called to Shula.
In Mahmudiya, a town 30km south of Baghdad, a car bomb attack near an army checkpoint killed five people, including two soldiers, and wounded 14 more.
Violence in Iraq has eased since the widespread sectarian carnage of 2006-2007, but Sunni armed groups still launch frequent attacks to reignite confrontation among the Shia majority, Sunni Muslims and ethnic Kurds.

The latest attacks come amid rising ethnic and sectarian tension following the arrest last month of bodyguards assigned to the Sunni finance minister Rafia al-Issawi.
Thousands of Sunni protesters are camped out in western Anbar province in what is developing into a major challenge to Prime Minister Nouri al-Maliki, whose power-sharing government, split among Shias, Sunnis and Kurds, has been bogged down in infighting since the last US troops left a year ago.
The Shia prime minister is trying to ease protests that erupted a month ago after officials arrested members of the finance minister's security team on terrorism charges. Sunni leaders saw that move as a crackdown.
Since the fall of Saddam Hussein after the US-led invasion a decade ago, many Iraq Sunnis feel they have been marginalised by the Shia leadership and say Maliki is amassing power at their community's expense.
Maliki has appointed Shia Deputy Prime Minister Hussein al-Shahristani to investigate the protesters' demands.
Authorities said on Tuesday they had so far released more than 800 detainees unjustly held or whose sentences had ended.
But thousands of protesters, camped out on a highway in the Sunni heartland of Anbar, say they are determined to stay until their demands are met.
Sunni leaders want the modification of anti-terrorism laws and more control over a campaign against former members of Saddam's outlawed Baath party, both measures they believe unfairly target their minority community.

أعلن المتحدث الرسمي باسم المؤتمر الوطني العام السيد " عمر حميدان " ، أن وزارة الداخلية ، بدأت فعليا في وضع الخِطط والبرامج بالتنسيق الكامل مع وزارة الدفاع والأجهزة الأمنية الأخرى للوصول بما يحقق أمن واستقرار المواطن في المدن الليبية كافة . وأوضح السيد " حميدان " ، - في المؤتمر الصحافي الذي عقده عشية أمس الثلاثاء بطرابلس - ، أن وزير الداخلية عميد " عاشور شوايل " ، واللواء ركن " يوسف المنقوش " ، قدما تقريرا أمام المؤتمر الوطني العام عن الأوضاع الأمنية في البلاد ، وما تشهده بعض المدن الليبية من تجاوزات أمنية . وقال إن وزير الداخلية أعلن في تقريره أن أكثر من 22 ألف مواطن ، التحقوا بجهاز الشرطة وانخرطوا في مراكز التدريب المنتشرة في ليبيا تنفيذا للخطة التي وضعتها الوزارة وسيتم خلال المدة القريبة القادمة تخريج دفعات منهم . وأشار السيد " عمر حميدان " في المؤتمر الصحافي إلى التوصية المرفوعة والمطالبة بالإسراع بإعداد نظام إلادارة المحلية ، مؤكدا أنه وفقاً لهذه التوصية فسيتم إعتماد البلديات الآن وبشكل مؤقت أما فيما يتعلق بالمحافظات قال السيد " حميدان " هذا أمر سوف يرجى إلى حين ، وأن إعتماد البلديات سوف يباشر فيه ، يعتبر من الأعمال الإستراتيجية المهمة التي تتعلق بالسيادة وبالأمن القومي لليبيا . وأشار في هذا السياق إلى بعض الإختناقات والإحتقان والإستياء لدى بعض المواطنين ، وأرجع أسباب ذلك إلى تعطل وصول الخدمات إلى الناس ، مؤكدا بأن إقرار موضوع البلديات وإقرار هذا القانون سوف يسهل وصول الخدمات إلى الناس بحيث تكون للبلدية الصلاحية الكاملة في إدارة شؤونها المحلية وفي إدارة النشاطات الداخلية وتكون قادرة على الصرف ، وتصبح تلك الجهة هي المسؤولة عن تقديم خدمات المواطنين . وحول قانون العزل السياسي ، أكد السيد "حميدان " ، أن اللجنة المكلفة بقراءة المقترحات المقدمة من أعضاء المؤتمر ، ومنظمات المجتمع المدني ، والمواطنين ، قد شارفت على الإنتهاء من عملها بوضع المعايير المتعلقة بالقانون ، وسوف تطرح قريباً على المؤتمرالوطني العام .

Some #Algeria Attackers Are Placed at #Benghazi

ALGIERS — Several Egyptian members of the squad of militants that lay bloody siege to an Algerian gas complex last week also took part in the deadly attack on the United States Mission in Libya in September, a senior Algerian official said Tuesday.
The Egyptians involved in both attacks were killed by Algerian forces during the four-day ordeal that ended in the deaths of at least 38 hostages and 29 kidnappers, the official said. But three of the militants were captured alive, and one of them described the Egyptians’ role in both assaults under interrogation by the Algerian security services, the official said.
If confirmed, the link between two of the most brazen assaults in recent memory would reinforce the transborder character of the jihadist groups now striking across the Sahara. American officials have long warned that the region’s volatile mix of porous borders, turbulent states, weapons and ranks of fighters with similar ideologies creates a dangerous landscape in which extremists are trying to collaborate across vast distances.
Secretary of State Hillary Rodham Clinton, who is scheduled to testify before Congress on Wednesday about the Libyan attack that killed the American ambassador and three staff members, raised the specter of regional cooperation among extremists soon after the mission in Benghazi was overrun.
In particular, she said the Islamist militant takeover of northern Mali had created a “safe haven” for terrorists to “extend their reach” and work with other extremists in North Africa, “as we tragically saw in Benghazi,” though she offered no clear evidence of such ties.
Now the Algerians say the plot to seize the gas complex in the desert was hatched in northern Mali as well. Indeed, Mokhtar Belmokhtar, the veteran militant who has claimed overall responsibility for the siege, is believed to be based there.
But the Algerian official did not say why the captured kidnapper’s assertion — that some fighters had taken part in both the Benghazi and Algerian attacks — should be considered trustworthy. Nor did he say whether it was obtained under duress.
Instead, he focused on the chaos unleashed by the recent uprisings throughout the region, leaving large ungoverned areas where extremists can flourish.
“This is the result of the Arab Spring,” said the official said, who spoke on condition of anonymity because investigations into the hostage crisis were still under way. “I hope the Americans are conscious of this.”
American counterterrorism and intelligence officials have said that some members of Ansar al-Shariah, the group that carried out the attack on the diplomatic mission in Benghazi, had connections to Al Qaeda in the Islamic Maghreb, one of the militant groups now holding northern Mali. But American officials have also said that the Qaeda affiliate played no role in directing or instigating that Benghazi attack.
Similarly, Egyptian security officials said they believed that a longtime Islamist militant from Egypt was involved in the gas field attack, but the officials did not know of any connection to the Benghazi attack as well.
Algeria was firmly opposed to the Western intervention to help topple Col. Muammar el-Qaddafi in Libya in 2011, and this nation’s conservative leadership viewed the Arab Spring with deep suspicion, making no secret of its desire to avoid any such occurrences.
Small-scale demonstrations here were quickly stifled, and ever since Algerian officials have not hesitated to point at what they see as the connection between popular demands for greater democracy that have swept the Arab world and the rise of Islamist militancy in the region.
Algerian officials says the militants who seized the gas field traveled through Niger and Libya, whose border is only some 30 miles from the plant at In Amenas. Mohamed-Lamine Bouchneb, the militant leading the attack at the site, had purchased arms for the assault in the Libyan capital, Tripoli, the senior official said.
The kidnappers had also gathered, undisturbed, at the southern Libyan town of Ghat, just across the border from Algeria, he said, depicting Libya as anarchic, without an effective military force and an ideal staging ground for attacks like the one launched a week ago.
Having already experienced a large-scale Islamist insurgency in the 1990s, in which perhaps as many as 100,000 were killed, Algeria had no intention of experiencing another, the official suggested. He defended the tough Algerian military assault during the standoff and dismissed criticism by foreign leaders that they were not informed of it in advance.
“We left it all up to the military chiefs,” he said. “Myself, I was only informed a half-hour afterwards.”
His assertion squares with the widely held view of Algerian analysts that the military, and in particular a cadre of elderly generals, holds a wide degree of autonomy in the country and often acts independently of civilian leadership.
The official said that Algeria could expect more terrorist attacks, despite having delivered sharp blows to militants over a period covering nearly 15 years.
“We’re waiting for more,” he said. “We are not out of the woods yet.”

لا تستطيع أن تقيم الأشخاص وأن يكون رأيك صحيحاً وموضوعياً في كثير من الأحيان إلا بعد انتقالهم من عالمنا المحسوس إلى العالم الآخر ،إلى الفردوس أو … بحسب عمله ونواياه ، ولذلك قيل عندنا في الأمثال  ” لا تشكر الشخص حتى يموت أو هكذا معناه ، وبالرغم م قولنا السابق وهذا المثل الذي ذكرناه فإن هذا القول قد يخالف جانباً من القيم والأخلاق والتي تدعو الناس إلى الاعتراف للأشخاص بما قاموا به من أعمال جليلة وأقوال تصدر عنهم تقيم شخصيتهم ويبين مآثرهم إلا أن الحوادث في العديد من الحالات كشفت عن صدق المثل السابق ،إذ تظهر أحداث بعد رحيل بعض الأشخاص عن الدنيا لا يستطيع الشخص وإن حاول تفسيرها  ذلك أنها تتناقض مع شخصية وما رسمه في حياته طيلة فترة ليست بالقصيرة في بعض الأحيان . غير أن ما يظهر بعد الوفاة لا يكون في مجموعة سيء، بل قد تظهر بعد رحيل الشخص أشياء تكشف  عن شخصية ذلك الشخص ، وترفع من درجاته لدى العديد من الأفراد الذين كانوا يظنون أموراً تتناقض في الواقع مع ما يصوره الأفراد وذلك من خلال قراءة سيئة ، أو تفسير لأحداث بشكل لا يطابق الحقيقة والواقع .وقد تكون المسائل التي تكشف بعد قيام ثورة السابع عشر من فبراير قد أوضحت عن حقائق مشرقة         لبعض الشرائح ومن ذلك شريحة الشباب ، والذين لم يكونوا على الأقل  في أذهان كبار السن إلا نموذجاً متخاذلاً لا يشعر بما حوله ، وإن كان هذا النظر في الواقع لا يمكن  تعميمه في اعتقادي إذ من الشباب من كان في مستوى المرحلة التي يعيشها وإن كان هناك من التصرفات ما نرى فيها إهمال وعدم مبالاة ظهر سببها فيما بعد باعتباره رفضاَ  للنظام القائم وهو تعبير سلبي لكنه مؤثر  لذلك كانت صدور الشباب سارية وبأيد خالية يواجهون الموت من عدو لا يرى فيهم إلا جرذان  مكانهم المجاري وأماكن أخرى قد يصعب تحديدها …!! وكانت الانطلاقة التي خاف من مرافقتها العديد من الأشخاص فآثروا الانزواء فلم ينظموا إلى ركب الثورة ومنهم من وصل من العلم والثقافة درجة كان من الواجب أن تدفعه إلى الانضمام إلى ذلك الركب .لذلك فإن الأشخاص الذين انضموا إلى الثورة في الأيام الأولى  هم حسب رأيي أكثر صدقاً وقناعة بالثورة ، فهي أيام عصيبة كان فيها هؤلاء الأشخاص يراهنون على حياتهم أو وظائفهم على الأقل ولكنهم آثروا لانضمام إلى حيث قناعتهم وقد صدق هذه الرؤية وأصبحت تتضح مع مرور الأيام . وإذا ما كانت الثورة قد بدأت سلمية واستمر هذا الشعار بعد ذلك وفقا لهذا التهم ، فإن القذافي أي ألا أن يواجهها بسلاح فكان لزاماً أن يكون هناك شكلاً من أشكال الدفاع على النفس وهنا كان المنعطف الأول والخطير بعد أن أرسل الطاغية سيلاً جراراً لهدم مدينة بنغازي على رؤوس ساكنيها ، ولكن عدالة السماء كانت لهم بالمرصاد .ومنذ ذلك الوقت نشر الطاغية عن أنيابه وأخذ في ممارسة القتل والتقتيل في كل ربوع ليبيا وهدم مدن وقرى وجوامع  ، وبرزت حقيقته وحقيقة انخداع الناس  فيه لأكثر من أربعة قرون فكان جلب المرتزقة والاتصال بدول عديدة لمدة بهؤلاء المرتزقة واخذ في تقتيل الشعب الليبي ، معلناً أنه سيجعل من الأرض الليبية ناراً جراء ، ولم يرعوا هذا الطاغية فاستعمل في تقتيل الشعب الليبي العديد من الأسلحة حتى المحرقة منها ، بل إنه وبعد أن تيقن  أنه قد خسر المعركة ، كما خسر الآخرة والتاريخ أخذ  في تدمير البنية التحتية للدولة الليبية وبالغ في الأمر فأصبح يقصف وبشكل متعمد الطائرات المدنية الرابطة في المطارات كما دمر العديد من المؤسسات وفقاً لفلسفة الأرض المحروقة !!؟.إلا أن كل ما سبق لم يفت من عضد الثوار فدافعوا عن أنفسهم وأسرهم وأرضهم وكانت غايتهم تحرير كل الأرض الليبية وانطلق كل ثائر من مكمنه ومدينته وعمت الثورة كل بقاع الأرض وقد تفنن الطاغية  في قتل الثوار فجلب القناصة  المدربين لقتل  الشباب   من الثوار وكذلك الأطفال والنساء والشيوخ وزرع الألغام وبث روح الفتنة والفرقة بين الشعب ولكنه لم  يفلح في هذه الذخيرة .وكانت قوافل الشهداء يسقطون يوميا في كل الجبهات في بنغازي والبريقة وطرابلس والزاوية ومصراتة والجبل الغربي وغيرها من المدن الليبية ، وكم كان سقوط هؤلاء الشهداء مؤلماً لكن ووجه من الناس  بروح عالية وتساندهم في ذلك أنهم شهداء وأحياء عند ربهم يرزقون بكت عليهم السماء والأرض ، كما لم تبك على أعدائهم ، بكى عليهم بموتهم وصلاهم من الأرض ومصعد عملهم من السماء . فهل أن للطغاة أن يفهموا الدرس .
